With the chapter  “System planning and deployment” authored by Loic Le Fur, Axiom is proud to have contributed to the second edition Undersea Fiber Communication Systems, recently published by Elsevier / Academic Press. The first edition has been considered as one of the major publication on our domain and we thank The editor, José Chesnoy, for giving us this opportunity..

Cinq années d’études

Le projet de câble sous-marin a véritablement pris naissance en 2001.

C’est à  cette date que l’OPT a confié une étude au cabinet indépendant en télécommunications, AXIOM. Cette étude a permis d’établir la pertinence d’un tel dossier au regard de l’état du marché des câbles sous-marins et des solutions par satellite, en tenant compte des projections qui pouvaient être faites sur l’évolution de la consommation en bande passante.

De nouvelles analyses, portant notamment sur les routes possibles de ce câble sous-marin et sur la desserte domestique, ont été menées en 2003 puis en 2005.

L’appel d’offres pour la pose d’un tel système entre Hawaii et Tahiti a été lancé en février 2006.

S’en est suivie une phase d’études des réponses à l’appel d’offres.

L’OPT a également suivi la préconisation du bureau d’études AXIOM sur l’installation d’une liaison domestique. En effet, Moorea et les Iles Sous-le-Vent regroupent la plupart des grands hôtels et des industries situés hors de Tahiti et nécessitent donc, pour le développement de leurs activités économiques, la mise en place de solutions améliorées de connectivité numérique.

Study for fibre-optic cable project launched

Principal secretary for information communications technology (ICT) Benjamin Choppy handed over the contract documents yesterday to the French consultancy firm Axiom, which has been chosen to carry out the study.

Michel Rouilleault, Axiom’s senior consultant on the study, accepted the contract from Mr Choppy during a short ceremony at the Berjaya Beau Vallon Bay Resort.

Axiom is one of the oldest and most highly reputed firms in the submarine cable business.

Addressing representatives of the Seychelles Cable Systems (SCS) company, officials from the Department of ICT, the Ministry of Finance, the Seychelles Chamber of Commerce and Industry, and the country’s four telecommunication companies, Mr Choppy said such a study is required before any submarine cable project can be started and is a must before interested parties can invest.

Mr Rouilleault said Axiom, with its partners, its team of engineers and construction experts, aims to match Seychelles’s expectations with the quality of its work.

The study is expected to be completed by early next year.

The Tutorial aims at providing inputs on all aspects of submarine cable projects, from their genesis to their operation. It will detail, step by step, actions and tasks required from a cable promoter to turn its the initial concept into a robust and cost effective project and leading edge submarine cable system. The most frequent project structures will be reviewed, from the “Consortium Cable” to the “Private Cable” emphasizing the aspects specific to each structure. Key issues such as competition, technology, risks, cable route, landing sites, system configuration, contract negotiation, construction & maintenance agreements and financing aspects will also be discussed together with more practical considerations such as work permits and authorizations-to-land-a-cable, station construction, commissioning and acceptance, maintenance, NOC and system upgrades.
